Would MDT consider pushing the NTP date on this project out to Mid-July to allow the contractor to pave this job in August/September and chipseal in the spring of 2019?  A Flex-time start could be added to still allow for a late-June start if necessary.

On face value, it appears Special Provision 20, section B requires the contractor to pave at night.  Most of the aggregate sources in the valley do not allow for night paving.  Is it MDT’s intent to pave the project at night?  “Continuous flow of two-lane two-way traffic” could be maintained with two flaggers at the paver and straddling the centerline with one pull.  Is this acceptable to MDT?

MDT's intention is for paving to occur at night between the hours shown in special provision 20.  MDT would review, but likely not approve a traffic control plan as described.

Please provide the dimensions of the approaches on the project that were used for the basis of quantities for the farm, private and public approaches.  What is MDT's expectation for tying into the public approaches, as there is no milling quantity accounted for in the summary.  Additionally, what is expected for private approaches when pavement is in place beyond R/W or pavement ends at a cattle guard or similar structure?

All approaches were quantified 24' wide.  Pave radiuses to fit exist conditions.
Public approaches were paved to the radius returns (25') or existing right-of-way, whichever comes first, full depth (0.22'), followed by a 10:1 taper back to existing ground to provide a smooth transition.
Private and farm field approaches were paved 3' full depth (0.22'), followed by a 10:1 taper back to existing ground to provide a smooth transition.
Public approaches receive no milling when tied back into a paved approach, they receive an overlay only as specified above.
Private approaches will tie back into existing ground at or prior to Right-of-Way.  If there are any obstructions (cattle guard, structure), tie back into existing ground prior to obstruction.

Will MDT clarify how many CY of embankment materials are needed at each guardrail end section widening location?

There is no survey at the guardrail widening locations to accurately obtain quantities.  Based on as-built typical sections, each location would be approximately 25± cubic yards, depending on end condition slopes.

There are 21 public approaches that are 700 sy total to be chip sealed. Is there any more detailed information available on the quantity of each approach?

Per Special Provision 20(paragraph 2), the Contractor is to provide 2-12' (minimum) drive lanes during the hours of 6:30 am and 7:00 pm, except during seal & cover operations. According to the typical sections, our paving plan allows 12' minimum lane widths in both directions, which meets this requirement. In regards to question #3, is MDT now mandating a requirement to pave at night? If not, please clarify any additional requirements not stated in Special Provision 20 for daytime paving operations.

MDT is now amending the previous response to #3 with this response. MDT is requiring that in addition to the restrictions stated in special provision 20, all paving operations in the traveled way are to occur at night between the hours of 7:00 pm and 6:30 am. Work requiring minor shoulder closures with minimal impact on the traveling public may be performed during daytime hours if approved by the Project Manager.

Regarding MDT's response to night paving. There is only one Contractor in the area with a permitted source that allows for paving to be performed at night. If an amendment to a current Opencut permit is required to allow for night paving operations will MDT suspend contract time until the amendment is approved by DEQ?

Regarding bid item 301 020 416 for Shoulder Gravel and a quantity of 25 CY, would the State please clarify exactly what this is being used for and how it is to be applied ( thickness, width of application, etc. )?  All that is mentioned for it on Summary Sheet 9 under "Additional Surfacing" is "Grading For Taper Milling"?

Place Shoulder Gravel along the inslopes in the taper milling area as directed by the Project Manager.  Cold milled pavement may be used as Shoulder Gravel in accordance with Standard Specification 301.03.6."
