The Montana Department of Transportation (MDT) is accepting Statement of Qualifications (SOQs) from entities (Proposers) interested in providing Construction Manager / General Contractor (CM/GC) services for the project identified below.  Proposers are encouraged to submit a Statement of Qualifications (SOQ) response electronically to , or in hard copy to the Montana Department of Transportation – Engineering Division, Engineering Construction Contracting Bureau, Room 101, 2701 Prospect Avenue, Helena, Montana by 11:00 a.m., local time on September 28, 2018. Electronic submittals must be one single pdf file.

This project includes design and potentially construction activities to rehabilitate the Highway 200 bridge over the Clark Fork River near Trout Creek, MT. The project is located on MT-200 (P6) between milepost 27.92± and 28.43±. This project includes preconstruction services and the option for construction services for the structural rehabilitation work in order to address the deficiencies with the existing bridge deck.

Yes.  Larger sheets may be included if folded neatly to the standard submittal page size of 8.5" x 11".  Each sheet containing printed material will count as one (1) page.

What are the expectations for the Quality Control Manager?  Is this Materials Testing or Internal Quality Oversight?

Does a cover letter count in the 20 page limit?

A cover letter is not required for the Technical Proposal submittal.  If a Proposer chooses to include a single page cover letter, it will not be included in the 20 page limit.  The 20 page limit is applicable to Sections I - IV as described in the RFP.

Can the Proposer include an Appendix for supplemental materials to support the proposal and CM/GC process?

Only include the materials requested in the RFP.  Including additional materials or data is discouraged and will not be reviewed or evaluated in the scoring of the proposals.

Minimum Proposal Requirements - lists
Meet all the Proposal Submittal requirements listed in Section III, parts H, I, and J.  There is no part J - was it supposed to read parts G, H, and I?  Please clarify.

Section I states this portion of the proposal is limited to 3 pages. Bullet two provides a table in a specific format that we are asked to follow. Given the column width of the “Project Description, Services, Performed, Methods, Approaches/ Innovations Implemented” portion it's difficult to get all of this information into this format and not exceed the page limit. Will MDT consider this table outside the 3-page limit requirements? If not will the Contractors be allowed to modify the table, or provide this information in non-table format for a more efficient use of paper space to stay within the 3-page limit?

Proposers are allowed to reformat the table in Section I as necessary; however, the length of this section is limited to 3 pages.
