According to special provisions 23, it states prevent millings from entering aquatic resources. There is aquatic resources the entire distance of the project according to the specials, does this mean the chips will have to be pickup broomed on the entire project or can we sweep them on to the shoulders without entering the aquatic area.

Please review Special Provision 23 - Protection of Aquatic Resources-Millings and Chips - as to the requirements for disposal of millings and the approximate locations identified as apparent aquatic resources within the project limits.   Coordinate with the Project Manager to employ appropriate methods to avoid placement of materials in these areas and other areas which may be identified within the project limits.

There are two stations in the Signs Schedule calling for Type XI reflective sheeting on D series Ground Mount Increment signs. Stations 35+920 Rt and 36+149 LT D8-2a. My understanding of the new sheeting requirements would have these built using Type IV as are the other green background Increment signs on this project. Please clarify.

With no construction activities allowed in Bald Eagle Protection area from February 1 - June 15 and Cold Milling, HIR, Plant Mix Surfacing and Bridge Repair activities need to take place in this area at the start of contract time. Will MDT please move the Contract Time - Flex Time NTP date to June 17, 2019?

Special Provision No. 2, CONTRACT TIME – FLEX TIME PROCEED DATE, Paragraph B is hereby revised:

B. Notice to Proceed.  The notice to proceed will be issued with an effective date of June 17, 2019.  The Contractor may change the notice to proceed date to an earlier date if written notification is received at least ten calendar days in advance of the date selected and the selected date is approved by the Project Manager.  Include an updated schedule with the notification.

Will MDT please provide a Cold Milling Detail for the connections at Ten Mile Creek Bridge, Beginning of Project and End of Project. It appears three of these locations will need to be milled 0.32' depth. Cold Milling Summary shows 0.15' depth for all Cold Milling. Please clarify.

Typical Section No. 4 on Sheet 5 and the Cold Milling Summary Frame on Sheet 7 have been revised and are hereby made part of this contract.  The cold milling depth at the bridge ends is changed.  The bid quantity of COLD MILLING - 8,137.00 SQYD remains unchanged.

Typical Section NO. 2 on sheet 4 shows the center turn lane section contains Thermoplastic. Does the Thermoplastic need to be removed prior to HIR operations? If yes will MDT please add a bid item for Thermoplastic Removal.

Removal of thermoplastic striping is not required by MDT.  If removal of thermoplastic striping is deemed necessary by the contractor, include the cost of removal in the bid price of Hot Recycled Plant Mix.

Can MDT provide some clarity as to why Hot In Place Recycle is being utilized on this project? The specifications basically "sole source" the work - limiting it to only 1 or 2 OUT-OF-STATE contractors who have the equipment and intend on quoting the work. The mobilization costs alone for the equipment to complete the HIR work will probably be astronomical and with only 1 or possibly 2 HIR bidders, what is in place to keep the pricing in check?

There should be plenty of contractors interested in rehab-ing this stretch of road using proven & cost effective conventional methods.

Looking at the Future Projects forecast, there appears to be a limited amount of plant mix coming out and Montana has plenty of IN-STATE contractors looking for work for next season.

MDT investigated several methods for rehabilitating this section of roadway. The existing plant mix thickness was too thin for a cold in-place recycle and the amount of cracking in the existing plant mix could result in reflective cracking with an overlay.  Hot in-place recycle was the selected method and will provide more structure and less potential for reflective cracking than an overlay.

Special Provision No.27 states MDT will take cores of the existing asphalt every 1 mile and a stripping analysis will be performed.  Will MDT please post the results of these test.

Special Provision #27 references adding commercial plantmix to the Hot-in-Place-Recycle. The specification also states "add commercial plantmix as shown in the contract".
1)   Is commercial plant mix to be added to the HIR?
2)   If so, how much? and how is it paid?

Special Provision #27. HOT IN-PLACE RECYCLE (HEATING AND REMIXING) Paragraph C. states; “If the addition of commercial plant mix is not specified in the contract, but is necessary to meet the mix design requirements, furnish the necessary mix with the Project Manager’s approval. If approved, commercial mix will be paid for in accordance with Subsection 109.04.” 

If the Contractors mix design requires Commercial Plant Mix, furnish Commercial Plant Mix with the Project Manager’s approval and, if approved, it will be paid in accordance with Subsection 109.04.

There is a bid item for Poles-Treated Wood 5in but the signing summary does not show any to be done.  Additionally, the sign summaries included Posts Structural Steel but there is no bid item for that work.
