Attached are PDF Files of the available project alignment and/or structures geotechnical report(s), geotechnical report supplements, and geotechnical laboratory summaries. There is remaining geotechnical information that is voluminous and very difficult to compile in a concise manner. Contractors are welcome to come to MDT Headquarters to inspect rock samples taken for the project that are stored here or to look through the complete set of Geotechnical field investigation notes, laboratory testing, analytical, or other data in our project files. It should be noted that the project may have undergone significant changes during the design process after the original geotechnical report and supplements were issued. Thus, some of the information contained in these documents may be out of date or not applicable with regard to the advertised project. Some of the changes include, but are not limited to: Project splits (for funding, ROW issues, etc.); alignment and grade changes; and changes due to environmental factors (sensitive areas, etc.). The design files for the requested project are posted on the MDT FTP site for your use at: GEOPAK FILES
The requested files do not represent the staked project, but are only design files. The Department cannot guarantee the accuracy of the electronic data, particularly as it may be called up by your computer, nor does any data in these files supersede the data in the contract documents.
In addition, the Department will not make any revisions to the electronic files pertaining to the staked project, change ordered work, or changes that are made during construction to fit field conditions.

Due to the 160 working day time allotment and the anticipated heavy Glacier Park vehicular traffic through the work zone during the months of June through September, would the Department please consider modifying / extending the working hours contained within SP 32?

The working hours cannot be modified, please schedule work to be conducted according to the working hour requirement specified within Special Provision 32.

Regarding SP 20, would the Department please consider allowing 100% passing the 6" sieve for the Special Borrow in lieu of the current specified 100% passing the 4" sieve?

What is the slope required for the safety slope end sections for this project? It appears that sheet 41 shows the types for all pipes being used on this project. Will these need to be polymeric painted for all pipe types?

1) Use 4:1 safety slope end sections throughout the project in locations specified in the culvert summary for fill slopes of 3:1 to 4:1.
2) Galvanize the end sections in accordance with the plan detail. End sections do not need to be polymeric painted.

Will MDT staff personnel assigned to this project be available to layout/stake various items as shown on the plans, and incidental to Item 105-07 (Contractor Survey and Layout). If so, will payments for these services be deducted from this item?

As discussed in the pre-bid conference, with the high probability of snow cover prior to the notice to proceed, it was understood that the TTCA will attempt to survey the project limits for cultural resources prior to snow cover. With the recent snow cover in the project area and likelihood of snow cover from now till the notice to proceed, what is MDT's solution for clearing and grubbing if the cultural resource survey is not completed and snow cover is still in place from the notice to proceed date of January 14, 2019 to the Migratory Bird Treaty Act restriction date of April 15, 2019?

Please refer to and follow Standard Specification 108.02, Notice to Proceed. If the contractor cannot begin work on the date in the Notice to Proceed due to reasons beyond the Contractor's control, no time will be charged. The Contractor will be required to perform and document their due diligence completed for the work in question prior to the approval of no time charged after the Notice to Proceed. Please refer to and follow Special Provision 23, Traditional Tribal Cultural Authority Coordination, and Special Provision 30, Migratory Bird Treaty Act Compliance - Vegetation Removal. Perform clearing and grubbing work to meet requirements of these provisions.

I section 1.h of the Memo of Understanding, MDT "requires the use of gravel materials from Indian and/or allottee sources....." Due to recent snow cover and expected continuation of the snow cover, will MDT extend contract time as necessary for delay of gravel pit permitting thru Tribal requirements, specific to necessary THPO clearances that may not be able to complete with snow cover, as well as other permit delays that are not in Contractors control?

The sensitive areas discussed within Special Provision 31, CONSERVATION MEASURES FOR ENDANGERED SPECIES ACT COMPLIANCE, Paragraph B.1) (wetlands, riparian areas, streams, etc.) can be found within the advertised set of plans for this project. The archeological sites can be identified by utilizing the information and individuals provided in Special Provision 23, Traditional Tribal Cultural Coordination.

Special Provision 29 states the Aquatic Lands Protection Ordinance 90-A Permit number 084-17 will expire on November 3, 2019. With the likelihood this project will extend past this date does MDT plan to get an extension for this permit?

The Great Falls District has discussed this with the Environmental Division and MDT will coordinate with the Blackfeet Environmental Office, as necessary, to revise the expiration date on MDT’s ALPO 90-A Permit.

160 working days is not enough time to complete this project. A majority of this time will be needed for grading and gravel work. Due to the limited daily working hours available, the large quantities of excavation and base course required, and the project location, please add 40 working days to the contract.

MDT has reviewed the project quantities and contract time and feels that 160 working days is sufficient to complete the work. Contract time will remain at 160 working days.
