Special provision 30 section B. 1) states to use a debonding compound that is a liquid membrane-forming compound conforming to the requirements of AASHTO M 148 (ASTM C309) Type 1 D or 2, Class A or B. That is a curing compound, so does the state want the dowels coated with a curing compound before they are installed?

Curing compounds in accordance with the specification are acceptable for use. The contractor may submit other products which the department will consider for approval.

Would the department allow the project to be completed in 2 phases rather than 4?

"MDT would like to limit the crossover length on this project such that it would be completed in the 4 phases as laid out in the plans and specifications. The contractor may propose a modified traffic control staging plan, but at this time it should not be anticipated that MDT would allow this project to be completed in 2 phases."

Special Provision #26 requires salvaged millings to pass a 2-inch screen. Can the department waive this requirement? If not, will the contractor be allowed to process the millings to pass a 2-inch screen in the Little Joe Pit?

Will the department provide information such as borings, cores, or as-built information for asphalt shoulder thickness? The typical section shows 0.3 FT rotomilling, but Special Provision #27 states to remove full depth. Special Provision #27 also appears to state that if crushed aggregate course has to be added to prepare for 0.3 FT of plant mix, the crushed aggregate course will be incidental to the rotomilling item. Our limited investigation would suggest there is substantially more than 0.3 FT of existing plant mix, but we cannot safely determine the existing plant mix thickness.
We believe the department needs to provide some information that could indicate asphalt thickness, or change the rotomilling unit of measurement to square yard-inch and include a crushed aggregate course bid item.

A summary of the shoulder cores taken for this project is now available. This includes information of the asphalt thickness. The department does not intend to modify the measurement and payment method proposed and any crushed aggregate course required per special provision 27 will remain incidental to the bituminous pavement removal operation. The temporary entrance and exit ramp crossover "For Information Only" quantities are clearly incorrect. Will the department provide more accurate quantities, or provide adequate information (such as a to-scale plan with grades/contours) for the contractor to perform a quantity take-off?

The estimated quantities provided "For Information Only" are based on the surveyed median. We believe the quantities shown are reasonably accurate. The same survey information was used to generate the contours shown on Sheet 3 of the Erosion Control Plans.

Will the department allow the Contractor to pave the shoulders under single lane traffic after all of the work, with the exception of milling and paving, has been completed on Phases 1 & 2?

At this time MDT is not approving the proposed change to the traffic control staging. The Department may consider staging modification proposals, including a concept similar to this. if submitted in more detail, but at this time it should not be assumed this will be approved.

SP #29, Item D "Method of Measurement" states the grinding pay limits will be the width of the travel lanes, and a 2' feathering pass on each shoulder. However, the project plan cross sections show a grinding limit of only 24' on Section No.1 (with asphalt shoulders), and 32' wide in Section No. 2 with concrete shoulders. The cross sections do not show a taper pass. Is it required? If so, where?

Revise the 2nd sentence of SP #29, Item D "Method of Measurement" to read:
The width measured will include the travel lanes and a 4-foot wide feathering pass required at each concrete shoulder.
