The specifications for the pipe work have appear to have a contract in them as well as different procurement/contracting requirements. Also there are separate insurance requirement. Can you clarify if we are using the standard MDT contract and insurance requirements or the ones provided in the specs from Interstate Engineering that is inserted into the MDT proposal?

Attached are PDF Files of the available project alignment and/or structures geotechnical report(s), geotechnical report supplements, and geotechnical laboratory summaries. There is remaining geotechnical information that is voluminous and very difficult to compile in a concise manner. Contractors are welcome to come to MDT Headquarters to inspect rock samples taken for the project that are stored here or to look through the complete set of Geotechnical field investigation notes, laboratory testing, analytical, or other data in our project files. It should be noted that the project may have undergone significant changes during the design process after the original geotechnical report and supplements were issued. Thus, some of the information contained in these documents may be out of date or not applicable with regard to the advertised project. Some of the changes include, but are not limited to: Project splits (for funding, ROW issues, etc.); alignment and grade changes; and changes due to environmental factors (sensitive areas, etc.).
Please note: The Preliminary Geotechnical Evaluation report prepared by MDT is linked below. Another report prepared by DOWL in February 2015 was for Meade Ave-Dodge to Slocum for waterline work completed in 2017 is also linked below. For further reference, there is additional Geotechnical information prepared for Interstate Engineering, Inc. 1) Is the surface restoration for the services incidental to them, or will it be paid under another line item?
2) What is the year and type of existing valves being tied into on W. Towne Street and W. Dodge Street?
3) Will thrust blocks be required under the new valves?
4) Will tracer wire be used with new water main alignment?

1) Surface restoration is incidental to the respective items.
2) At the Dodge street intersection with Meade there is a 12 x 6 MJ reducer from the new 12” hydrant tee tying back into the existing 6” AC water pipe. This was installed in 2017. On the Towne street intersection with Meade there is another 12 x 6 MJ reducer tying the 12” valve to the existing 6” AC pipe. This was installed in 1997.
3) Thrust blocks are not required under the new valves.
4) Yes, tracer wire needs to be used with the new water main and will be incidental to the pipe.

SP-3 States that "The department and the City of Glendive are committed to award the base bid and one of the two additive alternates" Is there any scenario where the State would only award the base bid and not either of the alternates?

No bid Item will be added for utility conflicts. If this situation arises in the field it will be handled as Extra Work per Standard Specification Section 109.

For the Towne Street Portion of the project NH-HISP 57-7(26)328: Is the crushed aggregate course under the sidewalks incidental? Is any other gravel on that portion of the project incidental?

Yes, the crushed aggregate course is included in the contract unit price of sidewalk. The crushed aggregate course under the street and curb is paid by the cubic yard.

With all of the work to be coordinated in sequence on Towne including storm sewer, electrical/signals, curb ramps etc., what will be required for operations of traffic signals during the work on Towne? Do current signals need to remain operational, can the intersections be signed with temporary 4 way stop signs? Can temporary signal lights be used? Please specify.

Maintain existing signal operations as long as possible. All-way stops or temporary signals may be used at the intersections. Flaggers may be used in conjunction with other Traffic Control operations where needed.

For traffic signal foundations that are to be removed, is it acceptable to demolish and remove the top two feet, or must the entire foundations be removed?

Fully remove any signal foundations that are in conflict with new foundations. Demolish and remove at least two feet from finished surfaces any foundation that are not in conflict.
