The intersection cannot be closed to traffic during construction.

For SP #19, does MDT expect that utility relocation will be complete prior to excavation operations beginning? Also, SP #19 has a delay clause for time extension. Will MDT please add a costs reimbursement clause per section, per 109.04.2, for delays caused that are no fault of Contractor. We have recent experience in this area that utilities have not been completely relocated during a 2 season project; even after paving is complete, some utilities are not yet relocated. This has been an enormous burden to the Contractor.
Please post the ROW agreements.
Please reconsider SP #29 for this project.

MDT does not expect that utility relocation will be complete prior to excavation operations beginning.
Specification subsection 109.04.2 is currently part of the contract, nothing will be added.
It is not a practice of the MDT to post R/W agreements. The contractor can request the information and it will be provided at the Preconstruction Conference for the project.
Special Provision #29 is rescinded, pavement surface smoothness will be evaluated under subsection 401.03.23(B).

Will MDT add items for unclassified borrow and traffic gravel or a Detour Item to facilitate the temporary widening as shown on phasing detail sheets 16 and 17? For excavation, grading and special borrow sections on North, East, South and West connections away from the PCCP roundabout, will MDT add barrier rail and allow one lane traffic and temporary signals at night With out barrier rail, we have safety concerns for travelling public as well as MDT/Contractor staff with live traffic immediately adjacent to over 3 ft vertical cut.

MDT will not add items for unclassified borrow or traffic gravel for a detour item to facilitate temporary widening. The cost of constructing and maintaining the widening is included in the cost of the item Excavation-Unclassified.
Limit excavation to the amount that can be backfilled allowing two lanes of traffic during non-working hours.

There are weight restrictions on Love Lane north and south of the project and a bridge on West Baxter. Will these be in effect for the project?

Based on feedback from Gallatin County; timing of weight restrictions varies each year depending on factors such as; when frost comes out of the ground; the amount of rain received in the spring months, etc. Gallatin County may impose weight restrictions at any time of the year depending on roadway condition. MDT will revise the Notice to Proceed Date to a fixed proceed date of 7/15/19.

With One-Call results, Nelcon has information that shows there are utility conflicts in nearly every area of excavation and grading for this project. Per the flex time information above, Nelcon is asking that contract time be extended until ALL utilities are relocated and clear of any conflicts that would allow safe and efficient excavation operations to proceed.

The existing roadway surface removal is paid as Unclassified Excavation. Additional removal beyond the line and grade shown is not required or paid separately.

SP #34 requires PVC conduits to transition to steel at all pullboxes and foundations, but there is not a bid item for steel conduit. Is the 1-1/2 in steel to be included in the Found Conc and Pullbox bid items, or will it be paid as linear feet of the PVC conduit bid item, or other?

Transition to steel is not necessary. Use schedule 80 PVC conduit for termination at pull boxes and foundations.
