The Montana Department of Transportation (MDT) is soliciting construction and design services for the design-build project identified below. Contractor and consultant teams (Firms) are encouraged to submit a Statement of Qualifications (SOQ) response electronically to the email address in the RFQ or in hard copy to the Montana Department of Transportation - Engineering Division, Contract Plans Bureau, Room 101, 2701 Prospect, Helena, Montana by 11:00 a.m., local time on November 30, 2018.

GLASGOW-GLENDIVE ADA UPGRADES, CMDO STWD(482) 
This project includes design and construction of ADA compliant sidewalk, ramps, and approaches in the following communities and along the following routes: 
Glasgow:
  S-246 (2nd Avenue S):   Intersection of 1st Ave. S / 6th St. S and along 2nd Ave S from 6th St. S to 11th St S – Total 44 ramps.
  P-42 (1st Ave. S):  1st Ave. S from 1st St. S to 6th St. S. – Total 20 ramps
  N-1 (1st Ave. N (Hwy2)): Airport Rd to Cottonwood Inn entrance – Total 66 ramps
Glendive:
  N-57 and U 5004 (Merrill Ave):  W Power St. to Griswold St. – Total 46 Ramps

Not all intersections will be included in this project, a spreadsheet with the estimated sidewalk quantity and the number and location for ADA ramps and alleys will be developed for the RFP.

The General Wage Decision found in Section II or III of the bid package proposal is hereby replaced with the attached version.  The U.S. Department of Labor issued the revised Wage Decision on January 4, 2019.  The effective date and revisions to the first paragraph are the only changes.  There were no changes to actual wage rates or zone pay distances/locations.  GENERAL WAGE DECISION

1)  There is an error on the Glasgow Scope of Work Spread Sheet located in RFP Attachment M.  Install APS Push Buttons at the intersections on N-1 at 6th Street N (not 6th Avenue N) and 4th Street N (not 4th Avenue N).  Installation of APS Push Buttons at the intersection of 2nd Avenue S / 6th Street S is still included in the scope of work.   The revised spread sheet is attached for reference.

2)  The Firm is responsible to evaluate the existing intersection signal hardware, wiring and geometry in order to design and construct the new APS push button improvements.  The design must meet all MDT design standards and specifications as well as PROWAG requirements.

Submittal criteria #3 requests a list of projects, including "owner performance evaluation (if available)". Is there a specific format MDT wishes to see in those evaluations or should that just be a recap of comments on the evaluation. If evaluations are included, does that count toward the total page count? If MDT has recent evaluations on our firm is it necessary to include those evaluations?

There are no formatting requirements for past project performance evaluations.  Written performance evaluations/forms included in the Firm’s statement of qualifications will be counted towards the page limit.  Firms are allowed to include a recap of past performance forms, client letters of commendation, etc.  Firms should include any evaluations they want considered in the statement of qualifications.

Regarding the Glendive, Benham St. / Merrill Ave intersection, in which preliminary ramp design and details are to be provided in the Technical Proposal, are only the existing ramps/crossing locations to be included in the preliminary design? Asking the question another way, does MDT desire a crossing across Merrill Ave on the north side of Benham St where one currently does NOT exist?

Please verify and confirm ramp corners identified for upgrade on Hwy 2 from Airport Road to Railroad Alley. Some of the corners identified seem incongruent with existing conditions. For example, at Airport Road it would seem logical that the existing non-compliant curb ramp at the SE corner of this intersection would be slatted for upgrade, not the NE where no curb ramp or sidewalk exists.

The prior ADA D/B Project (Billlings District) RFP stated "The project is not anticipated to impact cultural resources". Accordingly, cultural resource investigation and reporting was not part of the project scope of work. Please confirm this is the same case for this project.

As long as the work is confined to the existing ROW, then no cultural resource survey is needed for this ADA project.
