The General Wage Decision found in Section II or III of the bid package proposal is hereby replaced with the attached version. The U.S. Department of Labor issued the revised Wage Decision on January 4, 2019. The effective date and revisions to the first paragraph are the only changes. 1. It appears that the DOT has reduced the amount of time on the critical path that contractors will have to complete their work from the original bid. Would the DOT be willing to change the suspension parameters and increase the calendar days for this project?
2. Would the DOT allow a change from the centralized CTB plant (item 230) to a mix-in-place option as was given in the Sidney - Holly Street South project?

1. The Contract Time will be revised to 275 Calendar Days. In-Laid Striping, Curb paint, sidewalk, landscaping in the roundabouts, and other minor items do not have to be completed before the winter suspension of 2019.
An interim application of paint for the roundabout/concrete areas has been added. An addendum will be issued to revise contract time and add interim paint quantities.

2. Yes, CTB can be mixed in-place. A Cement Treated Base-In Place special provision is hereby added to the Proposal and can be found at the following link: CEMENT TREATED BASE-IN PLACE

The bid tab Line Item 1070 calls out for (16) PB Pedestrian-Tactile. Do the PB's for the RRFB's need to be APS Tactile push buttons, with voice, or can they be regular pedestrian push buttons, without voice?

The pole is paid for as item number 617 673 200 SIG STANDARD TYPE 1-200. The lights are paid for as 617 483 110 SIG TRAF 1 COL – 1 WAY 12, and the service is paid for as 617 333 000 SERV ASSEMBLY MODIFY. The signs are listed in the sign specifications and are paid for as the appropriate sign items.

Other than replacing the Contract Time special provision there were just a few minor edits to standard specials (see revision dates) and no changes to the plans.

Will the City of Poplar be concurrently constructing their water and sewer project within the construction limits of this project? Would the DOT be willing to add any parameters into this contract to protect this project's prime contractor from incurring delays/penalties caused by the City's project?

The City of Poplar may have other work operations ongoing. No parameters for this work will be added, bid the contract as is. Please refer to Specification 108.07.05 for delays beyond the control of the contractor.

Would the DOT allow the Commercial Mix - 3/8" Grade S mix work to be completed in the Spring of 2020? The traveling public would have a paved surface to drive on through the winter shut down. This would give the owner a higher quality project when finished. And remove some risk that the contractor will need to access when bidding this project.

After further consideration, the final lift of 3/8" Grade S plant mix may be completed in the spring of 2020.
