The General Wage Decision found in Section II or III of the bid package proposal is hereby replaced with the attached version.  The U.S. Department of Labor issued the revised Wage Decision on January 4, 2019.  The effective date and revisions to the first paragraph are the only changes.  There were no changes to actual wage rates or zone pay distances/locations.  GENERAL WAGE DECISION

A geotechnical report will be needed to adequately bid the job. Will contractors be allowed to perform there own subsurface investigation of the site?

Yes, Contractor's may perform their own subsurface investigation, reference Section 102.06.  Obtain all necessary permits from MDT and resource agencies (if applicable) for the proposed method of investigation (test pit, borings, etc.).  Contact Kyle DeMars, Bozeman Maintenance Chief, for Encroachment Permit requirements (406-556-4704).  The encroachment permit application is linked: 
ENCROACHMENT APPLICATION

Any disturbance within the project area that detrimentally affects the eroding bank of the Yellowstone River is the responsibility of the permittee.  Do not dig a test pit, bore a hole, or conduct any other ground disturbance activities within 30 feet of the existing bank of the Yellowstone River. 
               
It should be noted that this project is in a detailed floodplain of the Yellowstone River and as such any temporary stockpiles or change in grade may fall under the jurisdiction of the Park County Floodplain Administrator reference Special Provision No. 13, MONTANA FLOODPLAIN AND FLOODWAY MANAGEMENT ACT [107] (REVISED 3-10-16) for additional information.  Upon completion of the subsurface investigation backfill or re-grade the test locations to pre-investigation contours.

Will MDT review the temporary shoring plan/design for this project and will it need to be a Professional Engineer stamped design?

1)  MDT will not review the shoring plan for design calculations or specifics. Submit a copy of the shoring plan to the Project Manager prior to installation.
2)  MDT does not require the shoring plan to be stamped by a Professional Engineer.  However, this excavation may require design by a licensed Professional Engineer in accordance with the U.S. Department of Labor, Occupational Safety and Health Administration (OSHA) safety and health regulations for construction.

Due to the high volume of dewatering to be encountered will there be dewatering discharge turbidity limits into the yellowstone river?

De-watering of the excavation is not required, as long as it is demonstrated that the geotextile, and riprap can be installed per plan dimensions.  If the contractor elects to de-water the excavation; they are required to obtain any necessary permits for the chosen operation.  MDT has not obtained any permits that allows discharge to waters of the U.S. or wetlands.

1) Due to the water level currently being around 4 to 5 foot below existing grade and there being potential for up to 10 foot of standing water inside the excavation how will MDT verify the excavation, geotextile placement and rip rap placement being according to the project plan dimensions?
2) Will MDT push the Notice to proceed date and substantial completion date back, in order to facilitate proper time for the contractor to acquire the necessary dewatering permits?

1)  Excavation and materials placement will be verified with grade rod and visual inspection.
2) The Notice to Proceed (NTP) will not be delayed due to critical timing of completion before spring runoff.

The grading summary on sheet 3 has 3343 CY of Excavation for information only, and 1384 CY of Embankment in place. Is the excess excavation measured for payment or incidental to the embankment or another item? How will item #40 Embankment in Place, be measured for payment?

The excess excavation is included in the cost of random riprap in accordance with Subsection 613.04.1.  Refer to Subsection 203.04.3 for the measurement of Embankment in Place, a neat-line quantity.
