The following is hereby added to Special Provision 31. TRAFFIC CONTROL AND SEQUENCE OF OPERATIONS, Part D. Specific Requirements:
 - The intent of the four (4) 10-hour periods is to minimize two-way detoured traffic on ramps K1 and K2 and limit it to daylight hours.
 - The contractor may be allowed to temporarily detour eastbound traffic only onto ramps K1 and K2 while keeping westbound traffic in one of the existing eastbound lanes.  This would not count as one of the four periods allowed for a two-way detour on the ramps.  The same paving and guardrail requirements apply to the single lane ramp detour.  This will be considered on a case by case basis and requires approval by the Project Manager.
 - The requirements of Special Provision 56 WIDE LOAD ACCOMODATIONS apply to detour lane widths.

In the Special Provisions Item 9. Zone Pay states the millage to be used for determining the zone is 31 miles. Can you confirm the miles and the basis for determining this?
Answer
Submitted: Friday    15-FEB-2019 04:10 PM
The distance is 17 miles, rather than 31.  It is determined by measuring the road miles over the shortest practical maintained route from the County Courthouse in Billings to the center of the project.
For special provision No. 9, Zone Pay, the mileage is hereby revised to 17.
