The Montana Department of Transportation (MDT) is accepting Statement of Qualifications (SOQs) from entities (Proposers) interested in providing Construction Manager / General Contractor (CM/GC) services for the project identified below.  Proposers are encouraged to submit a Statement of Qualifications (SOQ) response electronically to STATE OF MONTANA FILE TRANSFER SERVICE , or in hard copy to the Montana Department of Transportation – Engineering Division, Engineering Construction Contracting Bureau, Room 101, 2701 Prospect Avenue, Helena, Montana by 11:00 a.m., local time on February 27, 2019. Electronic submittals must be one single pdf file.

Salmon Lake
STPP 83-1(35)5
This project includes preconstruction services and the option for construction services to reconstruct Highway 83 along Salmon Lake.  The purpose of the project is to improve the roadway safety by accommodating projected traffic volumes and improving shoulder widths.  The project is located on MT-83 (P-83) between RP 4.83± and 8.99±.  The horizontal and vertical alignment may need to be adjusted to facilitate the new improvements.

The files linked below represent the as-built drawings for the structures. MDT provides them for informational purposes only. They do not include drawings for modifications to the structures, such as joint replacements and guardrail revisions and may not completely represent current conditions. Thus, some of the information contained in these documents may be out of date or not applicable with regard to the advertised project. The contractor should not rely solely on the as-built drawings provided for bidding purposes nor does any data in these files supersede the data in the contract documents.  AS-BUILTS

We received an inquire regarding who should be on the Contractor’s interview team.  The question is: Does MDT expect the Contractor team to include just the key staff or can we substitute an alternative “value added” subject matter expert at the interview. 
In accordance with the RFP, it is “encouraged” that the interview team include all of the key team members.  Not including key members in the interview is not grounds for disqualification.  Recognize however that MDT initially required contractors to list the key team members as they will play an important role in addressing the project issues and challenges likely to occur.  The Contractors need to weigh the advantages and disadvantages of substituting a subject matter expert for a key team member.  This is a Contractor judgment call; MDT cannot provide guidance on the best makeup of the interview team.

As with the Clark Fork SOQ submission, will MDT accept 11x17 size pages for the Salmon Lake SOQ (STPP-F 83-1(35)5) that is due 2/27 at 11 am?

Yes, 11" x 17" sheets will be allowed only if necessary to illustrate organizational charts, graphs, or matrices. Use of the oversize sheets for the purposes of simply adding text is discouraged and may be scored accordingly.

Please provide a payment structure for the tentative schedule of events. Will there be a stipend similar to design-build projects?

Has a preliminary EIS for the project been completed or is there any other information available for the proposers to be able to review?

There is no additional environmental information available other than the narrative provided in the June 4, 2013 Project Split Report that was included in the RFQ.  The environmental document will be completed by the design consultant.

If a Proposer plans to utilize an employee from another Company as one of the Key Personnel on the CM/GC team, is the proposer required to include a SOQ transmittal letter that identifies the legal entity (business structure) authorized to render the CM/GC services from that company? Is the proposer required to form a legal partnership or joint venture with that company?

No, the SOQ Transmittal letter is to identify the legal entity (business structure) of the contractor providing the CM/GC services.  All Key Personnel on a CM/GC team must be exclusive to a single Proposer.   The prime contractor and/or their key personnel cannot join with or be listed on another CM/GC team.  Receipt of multiple SOQ from one proposer will disqualify the proposer. A joint venture is not required.

Proposal Submittal  (Page 27 in the Request for Proposals)
Proposers must comply with the following proposal requirements.  Please note that the primary focus of this evaluation will be the Proposers’ capabilities.
 
The electronic technical proposal written text will have a minimum font size of ten. The proposal written content will be set up for 8½” x 11” printing parameters except that schedules and design plan sheets can be formatted to print on 11” x 17” paper.
