In reference to Special Provision No. 49 - FIBER OPTICS, installation of the SDR 13.5 Polyethylene innerduct under the BBWA Canal will require boring at a minimum depth of 3’.  This work must be done between November 1, 2019 & April 1, 2020.  Contact Allan Workman (Office-406-259-6241, Cell-406-850-1606) at least 24 hours in advance of any work within BBWA right-of-way.

Page 39 of the Special Provisions calls out NEMA TS-2 Interface Switch. Is there a specific brand/model? Is it something that MDT needs to program or configure?

There is no specific brand or model preferred for interface switches.  The switches must meet the special provisions.  The switches will not be configured by MDT.

How are the Signal Cabinet Interface Switches for the Fiber getting Power?

The interface switches will be powered by 120 volts AC in each traffic signal cabinet, available from an outlet strip/expander on the interior wall of each cabinet.  The outlet strips are part of each MDT-supplied signal cabinet and do not need to be provided by the contractor.

Under the Special Provisions for Fiber Optics, is says (install the innerduct conduit per MDT and NEC requirements for electrical conduit). So this work will be installed by a Licensed Electrical Contractor?

A licensed electrical contractor is not necessary for installation of the innerduct. NEC does not specifically state a requirement to be licensed, just knowledgeable of the work to be performed.

On plan page E-6 there is a cantilever structure called out that says "SEE SIGNING PLANS FOR SIGN DIMENSIONS", but I do not see them listed on the signing plans. The locations are as follows: Pole #17 Page E-35 "STRUCTURE" STATION 157+77 Pole #9 Page E-39 "STRUCTURE" STATION 180+63 Pole #10 Page E-40 "STRUCTURE" STATION 190+30 -Please advise sign dimensions.

The sign is a W23-1 (54"x54") as listed on Sheets S7 (157+74), S10 (180+60), and S11 (190+30) of the signing plans. The stations in the signing plans match those called out in the detail on sheet E6 and should be used in place of the stationing shown on sheets E35, E39, and E40.

On plan page E-1, the Electrical Quantity Summary shows item 617 303 300 quantity as 182. I believe that should read qty 184. 162 luminaires on 10-A-500-6 poles plus 22 luminaires on 3A signal standards.

Under Special Provisions, Fiber Optics says to (Seal all innerduct conduits using an inflatable duct sealing system. Provide a sealing system with a wrap around, inflatable, bastic-lined bladder.) Is there a specific brand/model number of this that is State Approved?

No, there has been no approved inflatable duct sealing system.  The innerduct sealing system submitted and installed must meet the special provisions.

Under the Special Provisions, SEQUENCE OF OPERATIONS talks about lane closures may be restricted during peak hours if deemed necessary by the Project Manager. Peak hours are between 7:00 am and 9:00 am and between 4:00 pm and 6:00 pm. If we are shut down during that time for 4 hours a day, would this still be a contract day?

Lane closure restrictions are not anticipated to be a regular occurrence.  However, the restrictions may be enacted if traffic becomes congested such that the continuous flow of traffic through the work zone is not maintained, causing an unreasonable inconvenience to the travelling public.  Assessment of contract time will be determined on a case-by-case basis depending on how the restrictions impact the Contractors scheduled work.

Under Remove and Salvage in the Special Provisions, who is taking down all Northwestern Lighting Poles? If Electrical Contractor is to demo them, do we still take them to the MDT shops at 424 Morey Street? Also, all the foundations associated with these lights do we need to demo off the top 24 inches of the foundation and fill hole subgrade with flowable fill?

The first paragraph in Special Provision No. 48. E.(6) is hereby removed and replaced with:

"Remove and salvage existing signal poles and associated hardware, electrical services, pull boxes, controller cabinets, and conductors as called for on the plans. Abandon existing conduit in place as required. Deliver all salvaged items to the MDT shops at 424 Morey Street.  Northwestern Energy will be responsible for the removal of the existing Luminaires.  Contact Jordan McNaught (406-655-6432) at least 2 weeks ahead of time to coordinate the removal of the luminaires." 
 

Follow Special Provision No. 48.E.(6) for the removal of the all foundations.

The first paragraph in Special Provision No. 48. E.(6) is hereby removed and replaced with:

Abandon existing conduit in place as required. Deliver all salvaged items to the MDT shops at 424 Morey Street.  Northwestern Energy will be responsible for the removal of ninety-nine (99) existing luminaires they own north of 1st Avenue South.  Contact Jordan McNaught (406-655-6432
) at least 2 weeks ahead of time to coordinate the removal of the luminaires.  The Contractor is responsible for removal, salvage and delivery of the remaining fifty-six (56) luminaires that are owned by the City of Billings (9) and the State (47), including those that are mounted to signal poles.  Deliver these luminaires to the MDT shop at 424 Morey Street." 
 
Follow Special Provision No. 48.E.(6) for the removal of the all foundations.

On the E Drawings it notes to protect in place existing pull boxes. If contractor takes notes and pictures prior to starting any work and finds defective junction boxes and Addresses the Project Manager about this will the contractor still be liable for replacing at his expense?

The contractor will not be responsible for existing pull boxes that are defective if they are identified before beginning contract work.  Protecting the pull boxes during construction is the responsibility of the contractor.

Is there an elevation from Top of Asphalt to the Top of the Pedestrian Tunnel?
Is there enough clearance for the SDR Fiber Conduits per specs of Sheet E-5, Typical Trench Details?

Sheet E-35 under Conduit and Wiring Schedule, Conduit BO says 1-2" steel conduit. There is no bid item for 2" steel conduit.

Is there Bore Logs from Station 261 to Station 283? The last bore log is at Station 261 and is on the opposite side of the road.

There are no borings from the Airport Road project that represent the area from 261-283 for the fiber installation.  Potential bidders are encouraged to examine the project site as outlined in Subsection 102.06.

Sheet E-7, Table 1 mast arms lengths do not match pole schedules. 500's on Table 1 is up to 40' mast arms. Pole Schedule show the 900's for 35 feet and longer. Is the 500's for 30 feet mast arms and smaller?

The pole shaft required for each mast arm length is determined by Table 1 of the pole detail on E-7:  Type (A) lower shafts are required for mast arm lengths of 15' to 40' and Type (B) lower shafts are required for mast arm lengths of 45' to 60'.  The 500 or 900 number in the pole type in each pole schedule does not indicate the lower pole shaft type.

The analyzation of the project in regards to project sequencing, work magnitude and material procurement delays has show that the 135 days laid out in the special provisions is well short of the time required to complete the project. Will the department please consider adding more time to the contract.

Contract Time will remain at 145 Working Days.  However, a Flex Time Proceed Date of July 29, 2019 is changed.
 
Special Provision No. 2, CONTRACT TIME is hereby rescinded and replaced with the following:
 
CONTRACT TIME – FLEX TIME PROCEED DATE [108] (Revised 1-21-16)

    A.   General.  This provision modifies Subsection 108.02 of the Specifications.
    B.   Notice to Proceed.  The notice to proceed will be issued with an effective date of July 29, 2019.  The Contractor may change the notice to proceed date to an earlier date if written notification is received at least ten calendar days in advance of the date selected and the selected date is approved by the Project Manager.  Include an updated schedule with the notification.
            
    C.   Contract Time.  Contract time assessment will begin on the notice to proceed date issued by the Department or as changed by the Contractor, whichever is earlier.  Work is to be completed in 145 working days.

1)  There seems to be discrepancies between special provision 24.B.11) where it says to limit the street corner ADA locations disturbed to 8 corners, special provision 46.B. where it allows 6 trips for signal activation, and special provision 48.E.4) where it says to have a minimum of 4 signalized intersections complete and ready for turn on prior to the arrival of the representative from the Traffic Engineering Section.

2)  What constitutes "disturbed"? The presence of traffic control devices, unfinished concrete work, non-functioning pedestrian pedestals and signals?

3)  How can the contractor determine where work can be performed by the general contractor and all subs with the limitations placed in the following?
a)  SP 48.E.4 - 4 Intersections at a time.
b)  SP 46.B.- Allow up to 6 trips for signal turn on which permits 2 intersections at a time.
c)  SP 24.B.20) - Construct signal improvements on all four corners of an intersection concurrently.
d)  SP 24.B.14) - Digout work to be performed one quadrant at a time at 27th and 3 Ave. North.
e)  SP 24.B.13) - Limited to no more than two travel lanes of N 27th closed at one time.
f)  SP 24.B.11) - Limited to disturbance of 8 street corner ADA locations at any given time.
g)  SP 24.B.9) - Limited to two blocks on the same side of the road for curb, gutter, and sidewalk replacement.

1)  The 4th paragraph from the ELECTRICAL Special Provision (SP #48.E.4 ) is hereby removed.  Follow Special Provision No. 46, TRAFFIC ACTUATED TEMPORARY SIGNALS for signal activation.
2)  “Disturbed” is defined by any construction activity that limits the use of the corner by pedestrians.
3)  The contractor is responsible for determining where work can be performed.

In addition, Special Provision No. 23, CONSTRUCTION PHASING is hereby deleted from the contract.

Is this for signalized corners or non-signalized? Also, it states that (Only two blocks on the same side of the road may be disturbed at a time for curb, gutter, and sidewalk replacement. Each side of the road is considered separate and both may have 2 blocks disturbed at a time for curb, gutter, and sidewalk replacement. Limit the number of street corner ADA locations disturbed for construction at any given time to eight (8) corners for electrical operations and eight (8) corners for concrete operations, unless otherwise approved by the Project Manager.  These two zones must be separated by a minimum of 2 blocks, unless otherwise approved by the Project Manager.

Regarding the Ethernet Switch - All devices in the control cabinet are NEMA rated. The switch specifications are not. Also the Ethernet switch specs doesn't say whether the copper ports are 10/100/100 or 10/100.
Regarding the Battery Backup Unit - What are the specifications for this portion?

The signal cabinet interface switch is required to meet NEMA TS-2 by the special provisions.  Copper ports of 10/100 or 10/100/1000 are acceptable.  The linked special provision, ELECTRICAL-BATTERY BACKUP SYSTEM is hereby made part of this contract.

The Pole Schedules on Sheets E-23 through E-32 lists 158 lighting poles. Two more lighting poles are shown on sheet E-35 and E-40 for a total of 160 luminaire poles. The bid quantity is 162. Please clarify. Also, 160ea lighting poles plus an additional 22ea 3-A signal poles suggests 182 fixtures. The bid quantity has changed from 182 to 184 previously in the Q&A. Please clarify.

Two additional luminaire poles and two additional fixtures are included in the project as spares for MDT.  Deliver the spares to MDT's Maintenance Yard located at 424 Morey Street, Billings, MT.  The bid quantities of 162 luminaire poles and 184 fixtures are correct.

Electrical plans include both overhead and underground service details, however the plan sheets do not clearly specify which configuration each service is to be. Special Provision No. 48.E.(7) states that services are to be mounted on 6”x6”x10’ posts, which covers the underground option. Please clarify which option each service is to be and provide a bid item for Class 4 Treated Timber if needed.

Service S-1 is an overhead service. The other services are underground. A bid item for Class 4 Treated Timber will not be added.

SP No. 48.E.(7) indicates photo electric controls are to be mounted on service assemblies. Plan sheets show photo electric controls being mounted on the luminaire nearest the service assembly. Please clarify the PEC details for each service.
