Sheet 22 Retaining wall detail:
1) Is there any more information concerning the existing conditions?
2) What is on the west side of the proposed wall?
3) What is on the north side of the proposed wall?
4) Is there vaulted sidewalk to the south? If so, what is the access?
5) What utilities are expected to be encountered?
6) Does the Department have any suggestions with regard to providing a safe work area with this excavation and retaining wall construction?

1. Yes. There is a memo dated 5/16/2017 detailing a 4/7/17 on-site investigation. The attached memo is provided for information only. VAULT MEMO
2. Open space to existing ground adjacent to north side of building
3. Assumed to be embankment adjacent to Park Street and supporting the sidewalk above.
4. a) The sidewalk vault limits are from the back of existing Park Street sidewalk the entire length of the building along Clark Street.
b) Access to vault is gained through the open space adjacent to the west side of existing sidewalk and north side of building. The vault is enclosed to the west by sheets of plywood. The attached photo is provided for information only. VAULT ACCESS
5. No utilities were observed inside the vault during the 4/7/17 investigation. An existing electrical pull box is within the south west corner of Park and Clark Street. Existing storm drain is located approximately 11-feet from the Clark Street curb line. Overhead power with fiber optic parallels the Clark Street curb line
6. Provide traffic control in accordance with Section 618 and project specific special provisions contained in the advertised bid package proposal.

Section 108.01.1 of the Standard Specifications states that a prime contractor cannot subcontract more than 60% of the original contract cost. This project has a many different aspects of work which will require different contractors to perform each group of items. It appears that none of these groups of items are large enough for one contractor to obtain 40% of the work. Will MDT waive the subcontracting limit for this project?

Item 604 010 184 CONCRETE APRON: Should we assume the existing infrastructure is in good repair and that obtaining the inlet grate grade adjustments called for, would be accomplished by adding or removing adjustment rings?

Special Provision #35 (Disposal of Cold Millings) gives very vague instructions to the stockpile location for millings. I was unable to find the location with the instructions given so I contacted and met with Butte Silver Bow. The special provision says to turn west on Ryan Road and stockpile millings at Seraph PT. Ryan Road actually loops around and heads east and intersects with N. Main Street and Seraph Pt. road. There is no stockpile location, Butte Silver Bow wants the millings placed on Seraph Pt. road. Can MDT please verify this special provision?

Sheet 17 of the plans shows a cold milling limit detail. This detail shows milling on an approach street off of mainline with a note that the distance to be determined by the project manager. The project summaries and details do not specifically give cold milling and asphalt paving quantities nor do they indicate the number of approach streets to be milled and paved.
1) Could MDT please provide the number, location, cold milling quantity and asphalt paving quantity for the approach streets?
2) Also, are these quantities already included in the bid item quantities?

All public approach side streets within the project limits are to be milled. Quantities provided in the Surfacing Frame on sheet 11 include the approach streets to an assumed distance of 20' from the mainline face of curb shown in the Cold Milling Limit Detail on Sheet 17.

We have had several urban projects in the past few years that were similar to this project in regards to the milling and asphalt paving. Each of these projects had numerous existing utility trenches that settled 1 to 2 inches during compaction of the asphalt overlay. To repair these areas we had to mill the area out, patch the area and grind the patch. If this occurs on this project will MDT pay for the repairs?

MDT will participate in costs to mill and/or pave utility trench crossings when the work is directed by the Project Manager. MDT will not participate in costs to achieve surface smoothness requirements.

As a follow up to my question #5 concerning milling and asphalt paving on approach streets. MDT's response stated that all public approach streets will be milled and paved. Based on what I can see with the snow it appears that almost all the alley's within the project limits connect to Park Street or Excelsior Street with asphalt paving. Will the public alley's with existing asphalt paving also be milled and paved? If so, how many?

Public alleys will not be milled and paved. Sidewalk-alley intersections are to be constructed per the sidewalk details shown in the plans. Remove and replace asphalt in alleys adjacent to new concrete at back of sidewalk per the Street Excavation Limits Detail and Street Replacement Detail provided on Sheet 17 of the plans. The intent is to provide a 2' asphalt transition behind new sidewalk for matching into existing asphalt and providing space for formwork. Quantities for Plant Mix Bit. Surf. and Crushed Agg. Course are provided in the summary frames for information only.
