The existing bridge needs to be de-nested and bird deterrents installed on or by next Monday to comply with the migratory bird provisions if we want to start this project before August 1st, is this something the State can do? Otherwise it doesn't seem like the flex date doesn't apply.

This project doesn't require the Migratory Bird Treaty Act special provision.

Just to confirm, is a SPA124 permit for temporary facilities necessary for the detour installation?

Yes, a temporary facility SPA-124 permit will be required to construct the detour. The SPA authorization (MDT-R7-31-2018) mentioned in Special Provision 11 only authorizes the permanent features. See Standard Specification 208.03.3 B regarding temporary facilities and construction activities. Also see Special Provision 13 regarding 404 temporary facility permitting, which is also required.

Special Provision #20 Sequence of Operations states that the detour is to be a single lane and to install the appropriate traffic control measures to ensure safe operation. Is it the Departments intent to use temporary traffic signals to accomplish this? The geometry and length of the detour combined with staged equipment may make it difficult for traffic to have a clear view of oncoming traffic from the opposite direction.

Temporary Traffic Signals or flaggers would be acceptable for this detour.

The Pre-cast 15'x8' double cell box is going to weight around 61,000 lbs a section. Is it possible to use two 15'x8' boxes side-by-side instead of one double cell box, to save on weight of each section?

Yes, two 15'x8' boxes side-by-side may be used. Bid item will remain as Reinforced Concrete Box 15 x 8 dbl. - 87.00 LNFT.
