Can MDT provide the existing plans as stated in sheet B3 of the plans?

As-builts for existing structures can be found on our Contractor's FTP site at the following link: AS-BUILTS
The files linked below represent the as-built drawings for the structures. MDT provides them for informational purposes only. They do not include drawings for modifications to the structures, such as joint replacements and guardrail revisions and may not completely represent current conditions. Thus, some of the information contained in these documents may be out of date or not applicable with regard to the advertised project. The contractor should not rely solely on the as-built drawings provided for bidding purposes nor does any data in these files supersede the data in the contract documents.

We ask that MDT considers the following changes concerning contract time, notice to proceed date and sequence of operations for this project.
1)   It appears that the 100 days of contract time is way short to cover the significant amount of bridge work, guardrail work, milling and asphalt paving. We ask that MDT changes the contract time to 180 contract days.
2)   We ask that MDT changes the Notice Proceed Date to a Flex Notice to Proceed date to allow for permitting, scheduling, and acquisition of materials.
3)  Special Provision #20, part C, Sequence of Operations, has the roadwork, bridgework, and signing completed in 4 phases. This will result in 4 mobilizations for each type of work, the work will be less efficient and there will be complications tying in the phases at the middle crossover. We propose that MDT allows traffic to be crossed over the full length of the project allowing all bridgework and guardrail work be completed on the closed side. Once this work is completed traffic could be switched and the same work completed on the other lanes. The cold milling, asphalt paving, chip seal and any remaining items of work could be completed with lane closures.

1 & 2)     An addendum will be issued changing the Notice to Proceed as a Flex Proceed Date of September 3, 2019.  Contract Time will be increased to 180 Working Days.  The formal addendum will tentatively be issued Monday, May 6, 2019.
3)            MDT approves of the proposed sequencing revisions as noted in the question; however, all traffic must be returned to normal traffic flow by November 15, 2019 for winter shutdown.

What is the purpose of the Lump Sum Traffic Control bid item that is referred to in SP 54 - Wide Load Accommodations? All of the other traffic control required for the wide loads is paid for by the unit. What is the Lump Sum item for and why isn't it just paid for by the unit also?

Measurement and payment for the Traffic Control LS item is described in the third paragraph of Special Provision No. 54, WIDE LOAD ACCOMMODATIONS . Language taken from the SP states:

"Traffic control required for wide load staging areas will be paid per Traffic Control LS.
All advanced warning signs in advance of the lane closure required to accommodate the staging area. G20-1/ W20-1 and R2-15 signs are excluded from this and are measured and paid separately.
Arrow boards and other traffic control devices used for lane closure tapers.
All other traffic control devices leading up to and including the wide load parking area.
Devices placed between the upstream end of the wide load parking area and project limits will be paid for at the contract unit price per unit of traffic control devices."
