Special provision 20 street excavation states that during exploratory excavation, it was noted that some areas of the street contained 8 inches of asphalt followed by 2 feet of concrete. The estimated street excavation quantity was based on an average depth of 1.1 feet. The basis of payment also states payment will be made according to plan quantities. How will the following be paid: 1) excavation to remove full depth concrete (when encountered). 2) material required to backfill excavation of concrete from question 1. Is there a specification that the backfill material must meet?

2) Replace excavation outside of the street excavation template with material meeting the requirements of 203.03.2. Material used to replace over-excavation of the street excavation template will not be measured for payment.

Typically, the City of Great Falls requires flowable fill for backfill of excavations completed in their existing roadways. Will the excavations in existing asphalt areas (pipe abandonment at ex MH-A, portion of storm pipe in Park Drive and portion of storm pipe in 4th Avenue North) require flowable fill as backfill?

According to special provision and the measurement and payment for street excavation, the line item is a lump sum. Does MDT or the city of Great Falls have existing as-builts for Park Drive/approach into Gibson Park? Is the contractor to assume all asphalt under Park Drive/approach to Gibson Drive has 8 inches of asphalt on top of 2 feet of concrete? If contractor is responsible for exploratory excavation prior to bid, who is exploratory excavation to be coordinated with?
Answer
Submitted: Friday  07-JUN-2019 01:28 PM
As outlined in the Bid Items and in Special Provision 20, Street Excavation will be paid as Cubic Yards.  Street Excavation is a predetermined quantity on this contract, and will be administered Per Specification 105.08.2.I.

The full extents of the concrete/asphalt under Park Drive are unknown and there are no known as-builts of the area.  Per Specification 102.06 Examination of Documents and Site of Work, it is the contractor's responsibility to review the site of work.  Exploratory excavation that impacts traffic will need to be coordinated with the City of Great Falls.

Will the contractor be required to remove asphalt/concrete full depth or will they be allowed to install new sections on top of existing concrete/asphalt? (i.e if the existing section has 8” of asphalt and the new section is 7” (4” sidewalk on 3” of gravel) – would they be allowed to remove 7” asphalt and place gravel/sidewalk section on 1” existing asphalt?)
Answer

For bidding purposes, plan to remove asphalt/concrete to the excavation limits outlined in the plans.  The Engineering Project Manager will determine if additional removal is necessary.  Additional work, as directed by the EPM, will be paid for under Miscellaneous Work.
