The major purpose of HPMS is to provide data that reflects the extent, condition, performance, use, and operating characteristics of the Nation's highways. We don't have the resources to examine 75,000 miles of MT's roads so we have "samples" that are used to represent larger sections of roads. The sample set is adjusted every year to meet the new requirements based on the new traffic counts. |
